Disparities remain in budget allocations and outcomes
The 2011 Budget Briefs aim to facilitate public understanding of the tools used for planning, budgeting and resource allocation in Mozambique. The series tries to make this information more user friendly and accessible to the reader. In this fourth edition of the briefs, eight reports on the 2011 State Budget, the 2011 Economic and Social Plan and the Medium Term Fiscal Scenario 2011-2013 document have been produced.
It is hoped that these documents will be a useful tool in providing universal access to information and increasing transparency of existing public instruments used for budgeting, planning and social policies. In many countries, such documents are difficult to read and understand. The briefs therefore present the information in a simple and accessible manner, with the hope of stimulating debate on issues of concern to society. Finally, it is hoped that the briefs may stimulate public debate about the state budget, so as to influence the decision-making criteria for budget allocation by province, ensuring a continued emphasis on priority social sectors.
